There are roots missing going back farther but since my needs are at 10.4.8+ so you might wanna check back further.
KVV gave me a little one-liner to go through and suck the roots down so I could help out by gather a list of what is available if it helps you.
And no, there is no fix for the Xcode problem yet.
Sadly enough I have an installation that appears to work and I'm not sure why, I've been unable to duplicate it but I also have to admit I didn't look into it that hard.
