It looks like it's in CVS to me. <http://cvs.opendarwin.org/index.cgi/src/build/darwinbuild/plists/ 8A428.plist.diff?r1=1.5&r2=1.6> It also appears to be a manual dependency of Libsystem in the 8B15.plist. I am trying to add it to bash, as I found on the hackers list. But, according to the same email, it was added in CVS - this was before the 0.4 release. So I assumed it was there, but it isn't.
Also, are you using darwinbuild from CVS, or a snapshot?
I am using 0.5 tar ball.
