Well I think I see 7 completely invalid keys in there. From the looks of it I'd say your developer was trying to get out of having to implement his own preferences file handling by shoving everything in the launchd plist. Whether launchd is supposed to tolerate this or not I don't know, but I'd take all that stuff out of there and see if it doesn't work a little better.
