Not entirely sure what its original intent was (other than a bridging between CoreFoundation and TLC), but I do know that currently MacPorts does not employ the CFLib code in any way... or at least as far as I can tell. I am, as usual ;-) Cc'ing Landon as I'm sure he'll be able to shed some light.
Are you in need of using that library in any way....?
