To submit a new port, you should file a new ticket into Trac, with the help provided in my second link.
That second link should not be advertised, as it contains no guidelines itself but actually guidelines to write the new guidelines ;-) Thankfully the new, hhhmm, guidelines have already been written on the new guide, section 7.1. I'm keeping the Wiki doc around until we complete the pendings, but other than that there's no use for that doc. Regards,... -jmpp
