As the subject says, this port (libsigcxx2@2.0.17) fails with +universal. After some troubleshooting, I determined that the included libtool is at fault. I replaced it with one I snatched from expat@2.0.1, and was able to get a succesful universal build. How do I go about making determining if this is an appropriate fix, and if so, making it permanent?

Have you already reported the problem to the developers of libsigc++? It sounds like this problem will affect all Mac users trying to build libsigc++ universal, not just those using MacPorts, so ideally the libsigc++ developers would solve the problem on their end.
