Removing and reinstalling has the same effect. At the very least, trac.cgi is missing, which is what brought it to my attention since I was using CGI mode. The problem was that the configure script for apr-util 1.3.2 doesn't have the --with-mysql-lib and --with-mysql-include arguments.
