But pango now requires harfbuzz, and harfbuzz 0.9.4 and later has problems when icu is installed: https://bugs.freedesktop.org/show_bug.cgi?id=54948 And there is no option to disable icu support in harfbuzz if icu is installed: https://bugs.freedesktop.org/show_bug.cgi?id=39703 We could perhaps just not update harfbuzz past 0.9.3. But harfbuzz requires graphite2, and graphite2 (both 1.1.3 and 1.2.0) have issues.
