Looks like OpenBLAS uses case sensitive directories for some items, including the lapacke headers installed in the post-destroot when +lapack is enabled. Which, by the way, is the default now as of a recent commit. It looks like the change needed is to replace "/lapacke/" with "/LAPACKE/". This works for me. Another option might be to used "find DIR -name "*.h"" and then just use those with "lapack" in the name. I didn't do any research on other ports. Most horrifically, it messes up $PATH, removing ${prefix}/bin.
