Just look at the header line. The diff appears to represent the changes necessary to transform r29811 of the portfile back into r22211, while perhaps doing additional changes along the way. The ticket is for updating the port to 1.3.1, but the port has already been updated to 1.3.1 via #12654 which predates this ticket by six weeks. In short, this ticket and this patch are bogus.
