Xcode 8 was designed for Sierra. It is supposed to be compatible with El Capitan, but right before Xcode 8 was released, Apple realized that the Xcode 8 command line tools did not work on El Capitan, so they were not published. You should install the Xcode 7.3.1 command line tools for 10.11. They will work with Xcode 8 on 10.11.
