We actually maintain separate maintainer information for a "port" from any submitted portpkgs. When a new portpkg is submitted where there was no previous information for a port, we set the maintainer. Otherwise, the port maintainer is never set. This is a policy issue: the general idea behind mpwa is that anybody can submit a portpkg for a port; we don't want to blindly update the port from the latest portpkg submission. Once we have authentication working, we can actually implement support for setting the maintainer of a port, who will then receive special status. We have a gsoc student working on mpwa; hopefully he can get to this issue. I'm assigning this bug to Rick.
