This usually happens when you try to remove all of MacPorts but don't include the stuff in /Applications/MacPorts (the [http://guide.macports.org/chunked/installing.macports.uninstalling.html guide covers all bits to remove] if you're curious). If that's the case then you should be able to just {{{rm -rf "/Applications/MacPorts/Python 2.6"}}} then do the activate again.
