I could make the changes if they are to be used. It could also be possible to use a binary dependency, so that both OpenBLAS or OpenBLAS-devel could satisfy it. Most related to the ticket, a patch applied to the OpenBLAS port in #48381 enabled version 0.2.14 to build with newer CPUs, although it does not detect them yet.
