Per comment:ticket:27911:1 that's now /opt/local/share/macports/Tcl. I believe the note about MacPorts 1.8 was meant to indicate that Pallet requires *at least* MacPorts 1.8. That message was added to Pallet in r53683 in July 2009, a month before the first beta version of MacPorts 1.8 was released in r55261 in August, so it was meant to discourage people from trying to use it with MacPorts 1.7.
