Following the migration instructions at https://trac.macports.org/wiki/Migration Step 3e fails because I can't download restore_ports.tcl Error is: 403 Forbidden You don't have permission to access /repository/macports/contrib/restore_ports/restore_ports.tcl on this server.
So for now, I have no MacPorts on El Capitan, since as part of the migration I just uninstalled what I had. That means, I have no database, no webserver, ...

Leaving the ticket open until someone reads the comment about maybe moving the step to download the restore_ports.tcl script earlier in the recipe.
