I committed the changes in r39900, minus the changes I don't think you intended to make. See, your portfile appears to have been based on the portfile as it appeared in r32285 (based on the `$Id$` line) but several changes have occurred in the portfile since then. It's better if in the future you submit updates as a diff instead of as a full portfile. That way we can all be sure the changes that get committed are only the changes you intended. See [http://guide.macports.org/#development.patches the Guide]. I also added pkgconfig as a dependency, because vips cannot be installed without it.
