Not sure if there is a mechanism in MacPorts to do that. The only major issue I can see to not updating to 3.2.0 is that existing installs have to be updated to 3.0.7 before moving to 3.2.0.
In that case, we may want to wait awhile, since we only just updated to 3.0.7 in r141570 on 2015-10-21. Let's give users some time to update to that first.
Not sure if there is a mechanism in MacPorts to do that.
