Its homepage no longer exists. According to an [http://web.archive.org/web/20120709162118/http://kernel.macosforge.org/ archived version of the homepage from July 2012], the last time the kernel project was mentioned was September 2008. That mention includes a link to "current sources", on which no sources for kernel can be found now, and a link to documentation, which also no longer exists. Well I had been inspired to try to build a Darwin 8 kernel by reading Amit Singh's [http://osxbook.com Mac OS X Internals], and building a Darwin 8 kernel requires the `relpath` and `decomment` tools that had been included in the kernel-tools port.
