Our modifications to TeX Live are limited to packaging and Mac-specific issues (plus the occasional fix for serious bugs). The best place to bring it up is probably the TeX Live mailing list, tex- live@tug.org. I've now looked at the TeX Live mailing list, and found a similar request there from January of this year. It was rejected because of licencing uncertainties, as you suggest, so I'll try to hassle the originators at IoP. That may have been my message on the TeX mailing list. I wrote to IOP to ask if they would release iopart under a free license so that it could be included in TeX Live. IOP was receptive to the idea, although they were in the midst of preparing a new release.
