The ability to modify the CC field is tied to the ability to change everything in "Change Properties" box, except for Description and Reporter. So this is a permission change that needs to go through MP management.

Can you please clarify which ticket fields belong in the "Change Properties" box? This will help me decide whether to allow anyone to modify Cc or not.
