As of Mountain Lion (released yesterday), this is no longer true. It is now necessary for users to manually download and install Quartz X11. (At least, Mountain Lion provides a link to make it quick and easy to do the install.) There may be other Mountain Lion differences that affect MacPorts installation and operation.
