After updating to the current (2009) version, these utilities are not installed. I have a portfile and distfile prepared, but haven't yet added it because something about it causes format generation to fail for all texlive ports when it's installed. It's also in texlive +full now, but you can and should depend on texlive-htmlxml for xmltex and pdfxmltex.
