A quick check shows the downloaded file is an html message that the web address is not available, so the expat download site has changed and the port needs to be updated. Where did the bad file come from -- what mirror server? Or, what does the file say (can you attach it)? There are dozen of possible servers from which the expat port might download.
Unfortunately I don't have the files anymore, but I believe it was http ://superb-west.dl.sourceforge.net/expat. It appears the incorrect response from that site has been fixed, as now it comes up with a different error message and port properly moves on to the next site until the expat source is correctly downloaded. I have removed the superb servers again in r76496, this time with a comment requesting they not be added back in.
