It's merely a first step you can use to get a rough beginning of a portfile, and still requires you to understand and employ portfile writing best practices. I am not committing this yet, because p5-libwww-perl currently provides this module. This Portfile looks like it was generated with an old version of cpan2port, and needs a lot of cleanup. I've just fixed the download URL on the howto page so it doesn't point to an old revision.
