Attached is a patch to update p5-soap-lite to the latest version of SOAP::Lite on CPAN, 0.712 (released 2010-06-03).

Changes: (1) Update the version and checksums for version 0.712. (2) Add license info. (3) Volunteer myself as maintainer. (4) Add new build and library dependencies. (The build dependency is really just to allow the test target to test everything.)
