The universal variant doesn't work at all. Initially configuration fails with the message "`# Invalid option '--disable-dependency-tracking'. Try ./configure --help to see available options.`" but removing that argument from configure.universal_args only leads to a build error "`error: "Unusual pointer size. Please report to bro@bro-ids.org."`" so I disabled the universal variant. cmake and swig-python are probably build dependencies not library dependencies. It links with libcurl so I added a library dependency on curl. I committed the changes in r108832. I changed the whitespace of the changed lines to conform to our preferred style of using spaces instead of tabs.
