It's pretty simple: Downloads the DTDs from the w3 website, untars them and moves into place, then updates the XML catalog file to point to them. Correctly removes the added XML catalog entries at uninstall time as well. You should use "supported_archs noarch" since this doesn't look like it installs any architecture-specific files.
