It presumably never used to, and that is likely what caused #28110. I haven't done too much digging to determine why linking against xrender and fontconfig broke in the first place, but the fact that the Urxvt 9.10 release notes mention it suggests it was an upstream issue. Apparently it is not enabled by the `--enable-everything` flag, despite having built in support.
