Shouldn't maxdims be declared const ? Anyhow, this was reported in Octave bug tracker, e.g.: [https://savannah.gnu.org/bugs/?func=detailitem&item_id=38339] But this bug is marked as "closed", with the conclusion that partarray should be removed...
