Is there anything unusual about your MacPorts installation? Are you fetching ports from rsync or subversion? Have you ever had a local version of the atlas portfile? Have you ever modified the atlas portfile? Is the portfile there in the directory where it's supposed to be? I had tried many combinations of selfupdate and upgrade outdated, etc..
