I'm not aware of any such package being available anywhere. The Apple-provided developer tools (which include gcc) are a well-documented requirement to run MacPorts. And they are easy to install; they come with the installer DVD for OS X or can be downloaded for free from Apple's website. That's about as "easy for the masses" as it can get.
