It looks like this is available through the giflib project on sourceforge. So, the URL in the port file needs to be changed to <http://downloads.sourceforge.net/giflib/
.
Line 17 in /opt/local/var/macports/sources/rsync.macports.org/ release/ports/graphics/libungif should be changed from:
homepage http://sourceforge.net/projects/libungif/
to:
homepage http://sourceforge.net/projects/giflib/
I have not tested this as I do not use this port, so this may not work.

When visiting http://sourceforge.net/projects/libungif the page shows Invalid project. The only place I managed to find it is http://www.ibiblio.org/pub/Linux/libs/graphics/ which is non official at all and the tarball is the 4.1.0 release.
