A ticket was filed about this 3 days ago, so I believe the maintainer is aware of it and is hopefully thinking about a solution. http://trac.macosforge.org/projects/macports/ticket/13678 You can work around the problem by forcibly uninstalling and then reinstalling tk instead of trying to upgrade it.
