You can place downloaded tarballs into ${prefix}/var/macports/ distfiles/${name} where ${prefix} is usually /opt/local and ${name} is the name of the port you're trying to install.
And something else. Installing from MacPorts-1.6.0.pkg without running internet connection result in error. This makes some inconvenience, because user have to define environment paths manually.
The installer tries to run a selfupdate. This requires an Internet connection. I believe this has already been changed in trunk to no longer be a fatal error. We just haven't had another release of MacPorts since then. There is a bug in the 1.6.0 installer where the paths do not get set up correctly in your environment so you must do it manually. This has already been fixed in trunk.
