Why doesn't mysql5-devel support systems prior to 10.4?

      Hi,

I was trying to install mysql5-devel on OS X 10.3 and
I've got these errors.

Error: Target org.macports.fetch returned: no support for systems prior to 10.4
Error: Status 1 encountered during processing.

anyone knowing the reason?
