You simply pass a Proc object. 

handler = Proc.new do |result|
if result == …
...
end
oPanel.beginSheetModalForWindow self.window, completionHandler: handler 

Make sure you installed the latest BridgeSupport preview before, available from http://www.macruby.org/files.
