Actually, X11 was simply waiting for Installer.app to finish. You shouldn't've needed to force-quit. In any event, this behavior should be better with the changes that I pushed into 2.4.0_rc1.

Then relaunching X11 showed an update to XQuartz 2.4.0_rc1 (xorg-server 1.5.3-apple12) AND there is now a Check for X11 updates... menu item.
