Yes. Collations were a late change to the spec and at that time we had 
pretty much frozen our server feature set. We do have a ticket for this 
<http://trac.macosforge.org/projects/calendarserver/ticket/55>.

I guess now that someone has actually noticed it's missing we'll do 
something about it!
