When iCal looks up locations and resources it does it by sending a principal-property-search REPORT request asking for principals whose "displayname" contains the string, or whose "email-address-set" starts with the string (although it's unlikely a location/resource will have an email address). In the case of locations and resources, "displayname" maps to the XML element "name" in the accounts file. Be sure your locations and resources have a <name> element defined for them. I just checked out 4.2 to verify this works.
