Not that I'm aware of - although it will tell you about specific conflicts with the proposed event, and offer to find the next free time.

Yes, Server's web calendar (https://example.com/webcal <https://example.com/webcal>) can show availability information. Create an event, then click the 'Invitees' tab. I imagine this might not work from an iOS device, but might be usable on iPad if you 'request desktop site'. My current network configuration doesn't allow me to easily test this...
