[darwinbuild] darwinbuild + xcode 2.2.1 == broke

Yes, I've been thinking about adding some sort of generic  
"requirements" dictionary to the plist, that could check for a  
minimum version of cctools, DevToolsCore, etc.  Then we could give  
intelligent warnings when the toolchain doesn't meet our expectations.
