Sox package

Why should no_gpl disable ffmpeg?  It seems to make sense to me that  
no_gpl should still pull in ffmpeg since ffmpeg+no_gpl should be GPL- 
free (if that's not the case, then it should be... I think the confopt  
os --disable-gpl).
