[MacPorts] #18156: scapy still depends on Python 2.4

Good point, the reinplaces will fail

Scapy 2 is now a Framework, and actually needs to be installed,  
whereas 1.2 was just a single python file.
This goes back to my suggestion to have a new scapy2 port
