Commit emacs updates? (#23165)

I just built both ports on SL and it built.  I haven't done any testing 
besides that, but I'll commit them.

I'd like to add openmaintainer to the maintainer fields to make it 
easier for other people to commit since you don't have commit rights 
(yet).  Let me know what you think.
