dcmtk port

Hey all,

I forgot about a snow leopard fix for the dcmtk port I made
some time ago -- it has not been committed yet, since I do
not have commit rights:

The same issue just came up again:

http://trac.macports.org/ticket/23982

Could someone of you commit the changes attached to
#22840 and mark #23982 as a duplicate?
