New Portfile

Hi all,

I would like to contribute a working portfile of our library SeqAn, a scientific library for sequence analysis developed in our group, to MacPorts. For more information about SeqAn, see http://www.seqan.de.
I created a ticket in Trac (https://trac.macports.org/ticket/31429) but haven't got a reaction for 6 months. Is there a standard procedure for contributing ports?

I would really appreciate if you could add the port as SeqAn is a dependency of other projects and we have a growing Mac user community.
