Thanks! It's grown a bit over the years and it's great to get a consistent rewrite.

All commands run in the configure, build and destroot phases are given this nice value. It's not specific to make(1).

I'd leave off the mention of the default on OS X 10.3 and earlier, since it has already been several years since MacPorts was last able to be compiled on 10.3 or earlier. I wouldn't bother changing the base code, I just don't think there's any benefit to making people read documentation that doesn't apply to anyone anymore.
