The Portfile in the linked ticket specifies:

 master_sites        http://download.kde.org/stable/${name}/${version}/src/${name}-${version}.tar.gz

This option is supposed to point to a directory URL, not to the file directly:

 master_sites        http://download.kde.org/stable/${name}/${version}/src/
