Comment:

 Do you still get this problem after running "sudo port clean --dist
 libxslt"?   The checksums are correct, so I suspect that somewhere along
 the line (maybe the actual server, maybe a proxy in between) there was an
 error fetching the file (hopefully a transient error), but the wrong HTTP
 error code was reported to MacPorts and so it saved what it received when
 it should have been discarded.
